||Cape Verde : Signing of the Concession Agreement of the Public Maritime Transport Service for Passengers and Cargo
||The priority of the Cape Verdean Government is the improvement of maritime connectivity between the islands and the increase of internal mobility. The Government determined the implementation of the Inter-Islands Public Maritime Shipping Service and, on 30 January 2018, launched an International Public Tender for the selection of a private partner with proven experience in this branch of activity and financial capacity to carry out the investments needed to ensure the efficient mobility of passengers and cargo, ensure the unification of the domestic market, thus bringing a new dynamic to the economy with the creation of new business and investment opportunities.
The concession was awarded through a competitive, transparent international public tender, following Cape Verde's public procurement rules. The competition established a prior qualification in which, in the first stage, the interested parties submitted their expressions of interest and, in a second phase, the qualified candidates were invited to submit their technical and financial proposals.
Therefore, in chronological terms, in August 2018, the second phase of the competition began, by means of an invitation addressed to the candidates selected in the first phase to present their proposals, in accordance with the Tender Specifications. On 09/27/2018, by joint order of the Minister of Finance and the Minister of Maritime Economy, the jury was appointed for the second phase of the competition, which made the public opening of the tenders, in which the Transinsular. In October 2019, after a technical evaluation by the jury, it was determined that Transinsular's proposal was the winner of the competition. Duly safeguarding the interests of Cape Verde shipowners, the Government agreed with Transinsular.
It is in this context that the Prime Minister of Cape Verde, Jos Ulisses Correia e Silva, presides, tomorrow, Friday, 15, to the act of Signing the Concession Contract of the Public Service of Maritime Transport of Passengers and Cargo, the take place in the Conference Room of the Government Palace at 09:00.
